Job Summary

The Regional Program Manager (RPM) has responsibility for a field office's financial and administrative management, local program development and implementation, and grant development and implementation. S/he will coordinate closely with the COP to ensure overall coherence of the program strategy and project development program-wide

The RPM will manage the development of the overall regional program strategy and review of activity ideas generated by project staff, local partners, and international organizations. The RPM will oversee the implementation and monitoring of each activity idea and clusters of activities from conception through closure, and ensure that activities, activity documentation, and monitoring and evaluation reports are accurately captured and shared with the Yerevan project office. As the head of the field office, the RPM is responsible for both directly supervising program staff and overseeing and coordinating the work of indirect reports.

An RPM candidate should have the following qualities:

  • Strong organizational and communications skills to enforce compliance with financial, procurement, administrative, and policies and procedures; and reporting formats and deadlines.

  • Experience identifying and vetting local grantees and partners, consultants, and other program implementers, and in developing targeted, high-impact activities.

  • Familiarity with research and analysis to facilitate strategic planning and activity development alongside the COP, implementation staff, and USAID.

  • Ability to quickly understand the contract to be executed; and to learn contractor’s and USAID’s relevant policies and procedures.

  • Confidence to mentor field staff and to enforce field office compliance with USAID regulations and AECOM policies and procedures for activity implementation, procurement, financial management and overall office management.

  • Enthusiasm to build and lead a dynamic team to meet and exceed deliverables.

  • Adaptability to changing priorities and implementation environments.

Minimum Requirements

  • Four (4) years of experience managing complex, high speed and challenging field operations

  • Two (2) years of supervisory experience.

  • Technical expertise in rule of law, national or local governance, and/or strategic communications;

  • Relevant work experience with the public or private sector, a donor, contractor, or international NGO managing an office or a program.

  • Strong analytic, organizational, and communications skills.

  • A Bachelor’s degree or higher in a relevant field(s).

  • Professional capability with Microsoft Word, Excel, and Access and web-based knowledge management and social media tools.

  • Fluency in English and Armenian.
